I think you're saying the NotesSQL DSN Setup dialog only shows Local and no servers. If you type in the name of the server, and tab off of that control, does it show a list of databases? Actually, even if it doesn't, that's ok. Type in the name of the .nsf relative to the data directory and see if you can make a connection.
If Notes is on the same machine, NotesSQL will always use the .dlls in that directory first (it will look in the order of Notes 6 then Domino 6 then Notes 5 the Domino 5 then DOLS). It looks for these based on the registry entries under the HKEY_LOCAL_MACHINE\Software\Lotus. I don't believe it'll skip past a specific version if it doesn't find it's Notes.INI, but could be wrong.
So, if you have Notes on the machine, make sure you have it set up correctly with and that client can connect to the server.
Most problems with the Setup Dialog have to do with different Notes.INIs on the same machine.
